Sydney Rugby Development
The primary focus of Rugby development within Sydney is the growth of junior Rugby. This provides the broad base to the Rugby pyramid. And it positions the sport to re-engage adults who have played Rugby during their school years but have drifted away for various reasons.
Junior Rugby development in Sydney is conducted on a geographic basis with Districts and Premiership Clubs being key players in promoting the game.

The general approach and the broader development issues are managed in conjunction with the Sydney Junior Rugby Union Development Sub-Committee which assists in setting priorities and coordinating activities that involve more than one District/Metropolitan Zone.
Key features of the NSW Rugby Development Plan include:
- A strong focus on widening the appeal of Rugby to include a broader cross section of the community.
- Significant effort to establish an active and long term presence in the Sydney West region (to include Campbelltown, the North West, and the Parramatta- Penrith corridor).
- Emphasis on primary schools Rugby as the entry point to a long and satisfying association with Rugby (for the child and the parents).
